ABOUT USTI
United Sciences Testing Inc. (USTI) was formed in 1997 to serve
the utility and industrial emissions testing market. USTI’s
core service is providing field services or leased equipment to
perform relative accuracy test audits (RATA) on boiler flue gas
flow monitoring systems. This test audit is a requirement
that the U.S. EPA has placed on certain electric utility and large
Industrial facilities to comply with the mandates outlined in
the Clean Air Act Amendments of 1990.
USTI’s
offices are located in Warrendale, Pennsylvania, a suburb of Pittsburgh.
The
Company
USTI
is a wholly owned subsidiary of American
Electric Power. We offer flow RATA services to manufacturers
and other utilities
as well as AEP facilities where these tests are required. J.
Mike Brown is the general manager of USTI responsible
for the day-to-day operations. Tom
Castor is
the manager of business development.
History
In the Early
1990’s, senior management within the firm called United
Sciences Inc. (USI), a leading CEMS manufacturer, identified that
more accurate flow testing would provide economic value to the
utilities required to comply with the acid rain program. USI’s
management converted this idea into the development of an automated
RATA testing system.
In
1995 and 1996 USI collaborated with American
Electric Power (AEP) to demonstrate
to the U.S. EPA both the feasibility and the improvement capabilities
of automated flow RATA testing.
In 1997 the
principal manager departed USI to form a new and completely separate
company known as United Sciences Testing (USTI). All the assets
associated with the automated testing were acquired from USI and
placed with a new company. A number of key personnel also moved
to the new company.
Since
1997 USTI has completed the development of the automated flow
testing
equipment. The result is a proprietary and patented technology
that provides the most accurate flow testing apparatus available
to perform RATA testing on large utility and industrial stacks
and ducts.
In 2001, the
parent company of USTI placed the company up for sale.
American
Electric Power purchased USTI in January 2002. Part of the
purchase decision was based on AEP's positive experience and internal
operational savings that have resulted from using USTI's technology
and services over the past several years. The lower and more accurate
flow readings resulting from automated RATA testing have resulted
in annual savings of many millions of dollars for both AEP and
USTI’s other clients.
Prior
to acquiring USTI, AEP played a key role in assisting USTI in
its efforts to secure approval from the U.S. EPA to use USTI's
AUTO-PROBE Q2000
technology to perform 40 CFR Part 75 flow RATA tests. Performance
testing required for U.S. EPA approval was conducted at several
AEP generating units.
